Development Phase
A complete functional description for the solution components and their interfaces is developed. The initial test plans and acceptance criteria for each major component are documented. Optionally, the design can be validated through computer simulation or other tools.

Implementation Phase
The implementation phase includes the detail design of all sub components, installation and implementation of the Whole Solution--the project. This phase may optionally delineate the integration of the human/machine interfaces with the future operating environment.
